Fleet-as-a-Service: The Future of EV Ownership
Electric Vehicle “As-a-Service” models remove barriers for fleet electrification, especially for small- and mid-sized fleets that often don’t have access to the upfront capital and technical expertise required to purchase EVs and install charging infrastructure. This innovative approach provides a “turnkey” EV for less than the cost of operating a gasoline or diesel vehicle. Fleets can operate a zero-emission vehicle and avoid the common challenges that typically delay electrification including prohibitively high vehicle cost, extended manufacturer’s delays and wait times, and expensive infrastructure upgrades. EV Fleet-as-a-Service provider Zeem Solutions is making this happen at their fully operational EV fleet depot located in Los Angeles and will share the real-world insights gained from building the largest commercial EV charging hub in the city and experiences of fleets operating out of their facility.

Paul is Co-Founder and CEO of Zeem, a commercial electric vehicle subscription provider for small, medium and large fleet operators across the US. A passionate leader in the EV space for the past 20 years, Paul launched Zeem in 2017 to enable transport companies to make the shift to electrification without the heavy cost and deep technical expertise involved in buying, charging and maintaining an EV fleet of their own. Prior to Zeem, Paul spent more than 20 years in investment banking and financial services, having raised more than $200 million in capital for private companies, while investing in or advising on hundreds of transactions, including private placements, company divestitures and mergers & acquisitions. He lives in Manhattan Beach, California with his wife and dog.

David Hendel
David’s legal career began as an Honors Attorney with the U.S. Postal Service General Counsel’s office, where he reviewed contracts, advised procurement officials, and litigated disputes. Entering private practice, he advised companies on issues arising under civilian and defense agency contracts, including matters of contract administration, performance, and compliance.
Soon enough, word got around that David was familiar with the Postal Service’s unique contracting environment, which is exempt from many federal procurement laws and has its own purchasing rules. Sought after by companies doing business with USPS or looking to do so, he has represented hundreds of clients, ranging from sole proprietors to Fortune 100 companies. He has worked with clients in many industries, including transportation and logistics, manufacturing, information technology, automotive, real estate and construction, materials handling, and robotics.
David’s government contracts practice has a wide berth. Clients have sought his advice on the bidding and award process, protests, contract administration, contract interpretation, subcontracting, compliance, contract changes, claims, payment issues, investigations, due diligence, audits, terminations, Freedom of Information Act requests, and suspension and debarment. He also has extensive experience assisting clients facing contract fraud investigations and False Claims Act claims.
Negotiated resolutions often produce the best outcomes for clients, so David seeks to find common ground and common-sense solutions. But when necessary, David is an active litigator, having represented clients in various forums, including: U.S. District Court, the U.S. Court of Federal Claims, the Postal Service Board of Contract Appeals (PSBCA), the USPS Supplier Disagreement Resolution Official (SDRO), and the General Accountability Office (GAO). He also provides training courses on contracting and compliance matters.
David is known for compiling an annual list of the Top 150 USPS contractors, which he has done for the past 20 years. He frequently presents seminars and writes articles on government contracting topics. David has also served as Association Attorney for the National Star Route Mail Contractors Association, whose members hold HCR and CDS contracts for the transportation and delivery of mail. He is author of the Thomson Reuters Briefing Paper, “Contracting with the U.S. Postal Service,” and often quoted in the media on postal contracting matters.

How to Increase revenue and decrease expenses by simply managing your CSA scores.
John Seidl will discuss ways to reduce all CSA scores in the short and long term. Reducing CSA scores will result in lower insurance premiums, lower maintenance costs due to less OOS inspections, and increased revenue with less Hours-of-Service OOS inspections. All of this while also reducing the likelihood of punitive damages on high profile lawsuits due to an apparent lack of safety culture, only seen through these elevated CSA scores.

Deeply concerned about climate change and air pollution, Phillip has dedicated his 20-year career to electric vehicles and has 31 patents to his name through a fearless approach to innovation. Darriel has worked in the financial services industry since 1996. His career includes working at Fidelity where he assisted participants with their 401(K) during separation of status. He also managed over 150 million in retirement assets for airline pilots that had distributions from both their Defined Benefit and Defined Contribution plans from both Delta and American Airlines.
Darriel is a licensed National Social Security Advisor and holds a Series 65 license and a Texas Health and Life license. He also earned a bachelor’s degree in Economics from The University at Texas in Austin, where he was proud member of the Texas Longhorns football team. He lives in Dallas with his family.

Chris Porter
As the President and Chief Marketing Officer, Chris leads the firm’s sales and marketing efforts. In this capacity he oversees new product creation, communication with existing clients and new account formation. His efforts directly support the happiness and well-being of the clients he serves through the entire life cycle of onboarding new clients to maintaining ongoing administration.
Chris began his career as a junior sales associate at FCE in 2006. He increasingly took on more responsibility by expanding his clientele. Chris is an subject matter expert when it comes to assisting Government Contractors with Fringe Benefit Strategies operating under the Service Contract Act (SCA), Davis Bacon Acts (DBA), Prevailing Wage Legislation and Health Care Reform.
Chris earned his BS in Economics from Denison University (2006). He enjoys cycling, snowboarding, and spending time with his family.
John Rice
John Rice is a Regional Sales Consultant for EPIC Retirement Plan Services, a national provider of customized, open-architecture retirement plan recordkeeping, marketing and service solutions.
As a Retirement Plan Sales Consultant, John is responsible for partnering with banks, trust companies, third party administrators, and investment advisors throughout the United States.
John has a solid knowledge base in all aspects of plan administration. Having begun his career as an auditor for Ernst and Young, LLP, he spent fifteen years with DailyAccess in a range of roles including Compliance, Plan Conversions and, most recently, Product and Business Development.
John graduated from Spring Hill College with a Bachelor of Science in Accounting and earned the Qualified 401K Administrator (QKA) designation from the American Society of Pension Professionals and Actuaries (ASPPA) in 2009. He completed the Qualified Plan Financial Consultant (QPFC) course from the National Association of Plan Advisors (NAPA) in 2015 and holds a FINRA Series 65 license. Jim Cochrane
Jim Cochrane retired from The United States Postal Service after an over 42-year career with that agency. He was an Officer of the agency for over 10 years and was a member of the Executive Leadership Team for the last six years. His final position at USPS was as the Chief Customer, Sales and Marketing Officer where he directed all Marketing, Sales and Customer Value creation and was responsible for over $70 billion in annual revenue.
Prior to that role he was the Chief Information Officer. In that role he directed one of the largest IT infrastructures in the US. As CIO he developed a digital strategy that created an Information rich network that leveraged Intelligent Mail and Package barcodes, and billions of tracking events, to track and manage internal operations, and provide increased visibility for customers.
Jim Cochrane’s business skills and background are tremendously diverse because of the variety of organizational roles in which he served in leadership positions during his exceptional career with the USPS.
In two different roles; first as Chief Information Officer and then as Chief Customer and Marketing Officer he led the development of the Postal Services Digital Transformation Strategies.
Jim developed the go to market strategies to position the USPS as the best solution for e-commerce shipping needs in the US. He developed last mile strategies and shipping solutions that enabled the growth of e-commerce in this country. He drove the capital investment in customer facing technologies, to improve the customer experience, so USPS could grow their market share of shipments, as well as revenues and profits. This technology investment improved their market capability and became the foundation of 6 straight years of $2B in annual YOY revenue growth for their package business.
In 2018 Jim founded Cochrane Strategic Advisors, to help commercial corporations and federal agencies on their digital transformation journey, with a focus on Customer Experience, e-commerce and data and analytics. He continues to support Fortune 500 companies as well as agencies.
In January 2021 he became the CEO of the Package Shippers Association, the pre-eminent trade association for the e-commerce eco-system, focused on retailers, tech enablers, logistics, fulfillment and supportive suppliers to ensure commerce is delivered.
John Campo
John Campo is Vice President of Government Relations at EasyPost. He is responsible for actively shaping the regulatory and legislative strategy for EasyPost in Washington DC. John is involved at the BOD level with major trade associations including PostCom and Parcel Shippers Association. In addition, John represents EasyPost at MTAC meetings and has regular contact with the Postal Regulatory Commission. Before joining EasyPost, he spent 26 years at Pitney Bowes and 8 years at Endicia/Stamps.com. His experience includes a variety of management responsibilities, spanning Sales, Product Management, and International Business Development. John graduated from Lehigh University in 1981 with a Bachelor of Arts in History. He resides in Fairfax County, Virginia.
